GAO: Federal Agencies Made $125.4 Billion in Improper Payments in FY 2010
According to the GAO, for fiscal year 2010, federal agencies reported an estimated $125.4 billion in improper payments, an increase of about $16 billion over the fiscal year 2009 estimate of $109.2 billion.

A federal employee filed a notice with the IRS that she was not required to file federal tax returns; recorded a "Declaration of Independence by Public Notice" claiming she was not a party to the Constitution; sent correspondence to the IRS claiming it could not instruct her employer to withhold taxes from her paycheck; and sending certified letters to the Defense Finance and Accounting Service advising she is not a taxpayer.
